SAILING INSTRUCTIONS


1 RULES

  • 1.1  The regatta will be governed by the rules as defined in The Racing Rules of Sailing, the prescriptions and the special regulations of Yachting Australia (YA) and the class rules of the International Hobie Class Association (IHCA), the Notice of Race and these Sailing Instructions..
  • 1.2  RRS 44.1 and 44.2 will be changed as follows: only one turn including one tack and one gybe is required.
  • 1.3  If there is a conflict between languages, the English text will take precedence.
  • 2  NOTICES TO COMPETITORS
    Notices to competitors will be posted on the official notice outside the Regatta Office.
  • 3  CHANGES TO SAILING INSTRUCTIONS
    Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that any change to the schedule of races will be posted by 2000 on the day before it will take effect.
  • 4  SIGNALS MADE ASHORE
4.1 Signals made ashore will be displayed on the flag staff located outside the main bar of the SCYC.

When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP. When the AP is dropped on the shore, it will mean “Off the Beach”

  • 5.2  Number of races:
    There will be a maximum of 14 races for all classes.
    The Race Committee may hold up to 4(four) races per day with some back-to- back races.

    If the AP is flying on the finish boat, then a back to back race will follow immediately.
  • 5.3  The Youth series will be sailed over 4 days in conjunction with the Open Event. This is to facilitate sailors wishing to participate in the ISAF youth trials to be held at RQYS, Manly, and whish has an invitation race on Friday 6th January. Results will be calculated and the positions awarded on the basis of all the races held up to and including Thursday 5th January 2012.
  • 6  CLASS FLAGS
    The Class flag for the Hobie 16 is a Red Flag with a black Hobie “H”
    The Class flag for the Hobie 18 and any other classes will be a Yellow Flag with a black Hobie “H”.
  • 7  RACING AREAS
    The course will be between Point Cartwright and Maroochydore, within two
    nautical miles of the shore.
  • 8  THE COURSES
  • 8.1  The courses in Attachment A show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.
  • 8.2  No later than the warning signal, the race committee signal boat may display the approximate compass bearing of the first leg.
  • 8.3  When there is a gate, boats shall sail between the gate marks from the direction

9 MARKS
  • 9.1  Marks A, B and C will be Orange inflatable buoys.
  • 9.2  The starting and finishing marks will be an Orange inflatable buoy with a black horizontal band.
  • 9.3  The Offset mark will be a smaller orange inflatable buoy.
  • 9.4  The change mark will be a Yellow inflatable buoy.
10 THE START
  • 10.1  The starting line will be between the staff displaying an Orange flag on the signals boat and the starting mark.
  • 10.2  Boats whose warning signal has not been made shall avoid the starting area.
  • 10.3  A boat starting later than four minutes after her starting signal will be scored Did
    Not Start. This changes rule A4.
  • 10.4  START LINE OBSTRUCTION: The Start Line shall rank as an obstruction for
    fleets previously started while other fleets are starting and in a start sequence
    until after the last fleet has successfully started.
11 CHANGE OF THE NEXT LEG OF THE COURSE
  • 11.1  To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark.
  • 11.2  Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving the mark to port and the race committee boat to starboard. This changes rule 28.1.
  • 12  THE FINISH
    The finishing line will be between the flagstaff displaying an Orange flag on the signals boat and the finishing mark.
    FINISH LINE OBSTRUCTION: The Finish Line shall rank as an obstruction when a Blue flag or shape is displayed on the Race Committee boat at the finish line for boats not finishing.
  • 13  PENALTY SYSTEM
13.1 The rules 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.
14 Time Limit
  • 14.1  The target race time is 50 minutes. If no boat has passed the first mark within 40 minutes the race will be abandoned.
  • 14.2  Boats failing to finish within 15 minutes after the first boat sails the course and finishes will be scored last place finish plus one, without a hearing. This changes rules 35, A4 and A5. Boats may also be finished on the water prior to the finish line. If so instructed by the Race Committee, then the boat(s) are to proceed directly to the finish. Any boats will then be scored last place finish plus one.
15 PROTESTS AND REQUESTS FOR REDRESS
15.1 Protest forms are available at the race office. Protests shall be delivered there

within the protest time limit.
  • 15.2  For each class, the protest time limit is 90 minutes after the last boat has finished
    the last race of the day
  • 15.3  Notices will be posted within 30 minutes of the protest time limit to inform
    competitors of hearings in which they are parties or named as witnesses.
    Hearings will be held in the protest room.
  • 15.4  Notices of protests by the race committee or protest committee will be posted to
    inform boats under rule 61.1(b).
  • 15.5  Breaches of instructions 10.2, 17.1, 17.2, 18.1, 18.2 19, 20, 23 and 24, will not be
    grounds for a protest by a boat. This changes RRS 60.1(a). Penalties for these
    breaches may be less than disqualification if the protest committee so decides.
  • 15.6  On the last day of the regatta a request for reopening a hearing shall be delivered
(a) within the protest time limit if the party requesting reopening was informed of the decision on the previous day;
(b) no later than 30 minutes after the party requesting reopening was informed of the decision on that day. This changes RRS 66
16 SCORING
  • 16.1  One race is required to be completed to constitute a series.
  • 16.2  When more than four races have been completed, a boat’s series score will be the
    total of her race scores.
  • 16.3  When from four (4) to eleven (11) races have been completed, a boat’s series
    score will be the total of her race scores excluding her worst result.
  • 16.4  When twelve (12) or more races have been completed, a boat’s series score will
    be the total of her race scores excluding her two worst results.
  • 16.5  All boat weight, crew weight, and equipment violations will be scored Disqualification Not Excludable. Whenever possible, competitors should be warned of potential equipment violations on the beach before racing when
    observed by other competitors, the protest committee, or regatta officials.
17 Safety Regulations
  • 17.1  Sign on and Sign Off sheets will be available in the Regatta Office. Failure to Sign on or off may lead to disqualification. This is the Open Ocean, SAFETY is our main priority.
    It is only necessary to sign off before the end of protest time at the end of the day.
  • 17.2  A boat that retires from a race shall notify the race committee as soon as possible.
  • 17.3  Boats MUST carry their main halyards. If accepting a tow, please endeavour to drop your mainsail. It may be necessary, depending on wind strength, to drop your mainsail on the approach to the ramp.
18 REPLACEMENT OF CREW OR EQUIPMENT
  • 18.1  Substitution of competitors will not be allowed without prior written approval of the race committee.
  • 18.2  Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee
at the first reasonable opportunity.
  • 19  RUBBISH DISPOSAL
    Boats shall not put rubbish in the water. Rubbish may be placed aboard support
    and race committee boats.
  • 20  ADVERTISING
    Boats shall display advertising supplied by the organising authority as follows:
    Hogs Breath stickers on both bows.
  • 21  EQUIPMENT AND MEASUREMENT CHECKS
    A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
  • 22  OFFICIAL BOATS
    Official boats will fly the SCYC burgee. The triangular burgee has a yellow
    rising sun over blue water.
  • 23  SUPPORT BOATS
    Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment
  • 24  RADIO COMMUNICATION
    A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
  • 25  PRIZES
    Prizes will be awarded at the discretion of the Organising Committee.
  • 26  DISCLAIMER OF LIABILITY
    Competitors participate in the regatta entirely at their own risk. See rule 4 Decision to Race: The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
  • 27  INSURANCE
    Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of five million AUS dollars per event or the equivalent.
    IHCA SAFETY NOTES TO SAILORS:
GENERAL If wind, wave, or water conditions make you doubtful of your ability to handle the conditions, retire from the race.
ELECTRICAL POWER LINES – AVOID!!! Before raising the mast, and always while sailing, check for and avoid low overhead electrical power lines. If you see a power line, AVOID IT! A MAST COMING IN CONTACT OR EVEN NEAR AN ELECTRICAL POWER LINE CAN CAUSE SERIOUS INJURY OR DEATH TO PEOPLE ON OR TOUCHING THE BOAT!


Appendix A – Illustrating the Course
